Tesla Cleared to Launch FSD (Supervised) in Croatia, Eighth in Europe
Europe’s regulatory momentum continues to move in Tesla’s favor. While regulators in Brussels have yet to secure a unified European Union vote on Full Self-Driving (Supervised), another member state has independently cleared the system.
Tesla’s EMEA account on X announced that FSD has been approved in Croatia and will begin rolling out soon.
Croatia becomes the eighth European country to authorize FSD. One more approval would mean the technology has been independently cleared in one-third of the European Union before any bloc-wide proposal is considered. It is also the third regional approval this month, following Czechia and Slovenia.

European Markets Confirmed So Far
Tesla’s country-by-country approach, leveraging the regulatory exemption framework established by Dutch vehicle authority RDW earlier this spring, continues to expand access.
With Croatia on board, eight European nations have officially approved FSD (Supervised) for use:
- Netherlands
- Lithuania
- Estonia
- Denmark
- Belgium
- Slovenia
- Czechia
- Croatia
What’s Next for FSD in Europe
Tesla is actively working with Irish regulators to add Ireland to the list, potentially making it number nine. Italy has also been in detailed talks regarding approval. At the EU level, a vote on bloc-wide adoption has been postponed by Brussels from October 6 to December at the earliest.

National decisions are progressing faster than the EU’s central timeline. To pass an EU-wide decision, Tesla will need a qualified majority of at least 15 countries. Some members are pushing back: Sweden has urged the EU to reject FSD over a feature it says encourages overspeeding, and France has raised similar concerns.

With Croatia joining, FSD is active in 16 markets worldwide (Europe accounts for half). Here is the current rollout and supported hardware:

Localized FSD Rollout in Europe
When downloads arrive in Croatia and neighboring Czechia, owners will receive a custom European build of FSD v14 that reflects local regulations and traffic behavior. As elsewhere in Europe, the initial rollout will be limited to Hardware 4 (AI4) vehicles. Owners with Hardware 3 will need to wait for Tesla to begin rolling out FSD v14 Lite in Europe.
Each new country that signs on adds real-world experience ahead of the eventual EU-wide vote.
