
Following the regulatory approval of Teslas Full Self-Driving (Supervised) by the Dutch vehicle authority (RDW), momentum is building elsewhere in Europe. New activity in Spain and Italy indicates that regulators are closely watching the Netherlands and preparing for broader deployment of automated driving capabilities.
Spains DGT provides an update
In a message shared by @BarcelonaGeekYT on X, Spains Dirección General de Tráfico (DGT) outlined its current position on FSD and referenced encouraging internal testing results.
The DGT clarified that its responsibilities focus on road safety and vehicle registration rather than vehicle type approval. It also affirmed support for integrating advanced driver assistance technologies as part of its Road Safety Strategy 2030.
Testing under Spains ES-AV framework
The DGT confirmed that Tesla is actively testing in Spain under the ES-AV Framework Programme (Evaluation of the Safety and Technology of Automated Vehicles), using localized software on Spanish roads.
According to the official communication, results have been flawless so far. A fleet of 30 vehicles equipped with FSD has been operating across Spain. Since November 2025, the vehicles have logged nearly 80,000 kilometers (~50,000 mi) of testing with zero reported incidents.
Next steps for deployment in Spain
The agency noted the recent decision in the Netherlands, stating that the RDWs move offers "new potential opportunities to improve mobility" and represents an important first step toward automated vehicles across the European Union.
It also confirmed that systems such as Teslas FSD may be legally registered and used on Spanish roads once they obtain EU type approval under UN Regulation No. 171 (Level 2 DCAS). The DGT emphasized that, regardless of technical capabilities, the human driver remains strictly responsible for maintaining control at all times, as required for Level 2 systems.
Italy moves to accelerate approvals
Italy is likewise advancing. Following the Dutch approval, public requests to bring FSD to Italian roads have gained momentum. The Italian Ministry of Transport has reportedly acknowledged these requests and formally forwarded a community petition to fast-track the approval process to the Transport Department and local DMV equivalents for evaluation.
As the RDWs initial approval circulates within the European Union, the regulatory hurdles that have delayed Teslas advanced driver assistance systems appear to be loosening.
