Tesla FSD Expansion History: Where It’s Live and What’s Next

Tesla is advancing toward global vehicle autonomy by steadily introducing its advanced driver-assistance capabilities in more countries. What began as a small, experimental rollout in the United States has broadened into an international deployment as the company meets regional regulatory requirements and scales its neural network approach.

FSD can navigate city streets, handle complex intersections, make protected and unprotected turns, and perform high-speed lane changes without driver input. It relies on an end-to-end neural network trained on more than 10 billion miles of real-world driving. The same software stack is also the basis for Tesla’s Robotaxi service.

The latest version at the time of writing is 14.3.3, which started rolling out earlier this month. It brings a smoother, more polished experience and reduced driver monitoring.

As availability grows, launch requirements and hardware support differ by market. Below is a detailed, region-by-region overview of where FSD stands today.

United States

The U.S. has served as the core development platform for Tesla’s autonomous features. FSD Beta first reached private consumer testers in October 2020 on Hardware 3 (HW3). The U.S. continues to receive the newest software first. While older vehicles are still supported, the most advanced neural network builds and newest features now roll out only to vehicles equipped with Hardware 4 (AI4).

Canada

Canada was the first international expansion territory, launching in March 2022 on HW3-equipped cars. Challenging winter weather, rural routes, and distinct local driving behaviors have provided valuable training data. Canada now maintains software parity with the U.S., with new features typically arriving across North America at nearly the same time.

Mexico

FSD expanded to Mexico in February 2025. Unlike the multi-year public beta in the U.S. and Canada, the initial over-the-air release in Mexico was limited to AI4/HW4 vehicles to ensure top performance in busy urban environments.

Puerto Rico

Puerto Rico is included in Tesla’s unified North American software market. FSD launched there in February 2025, initially for HW4 vehicles.

China

China has presented some of the most complex regulatory hurdles. A limited rollout began on HW4 vehicles in February 2025, followed by internal testing on employees’ HW3 cars in March 2025. Broader public release was paused due to local data security rules. To address this, Tesla built a local data center to process vehicle telemetry within China and is preparing to bring FSD V14 to the market under a new name.

Australia

FSD reached Australia in September 2025 on HW4 vehicles and for the first time supported left-side driving. There is no official timeline yet for HW3 support in this market.

New Zealand

Also launched in September 2025, New Zealand’s rollout was limited to HW4 vehicles. User feedback indicates the system has adapted well to local rural highways and terrain.

South Korea

South Korea formally approved deployment in November 2025 for HW4 vehicles. It became the first market outside North America to receive FSD V14, while other regions were still on FSD v13.

The Netherlands

In April 2026, the Dutch Road Traffic Authority (RDW) granted type-approval for the Level 2 system, enabling immediate launch on HW4 vehicles. The release included European-specific UI changes and features and set a regulatory template for wider EU adoption.

Lithuania

Building on the RDW validation, Lithuania became the second EU country to adopt FSD, approving OTA updates to local HW4 vehicles earlier this month.

Estonia

Estonia approved FSD earlier this week, accepting the Dutch type-approval. An over-the-air rollout for HW4 vehicles is expected soon.

Upcoming Markets on the Horizon

The RDW’s type-approval in the Netherlands has accelerated momentum across Europe and beyond. The following regions are expected to activate next:

  • More EU nations: Several European countries are moving forward. Belgium is working to fast-track approval, Sweden has expanded public testing, Latvia is rumored to be nearing administrative approval, and discussions continue in Ireland.
  • Israel: A petition by local owners drew attention from leadership, and the Minister of Transport, Miri Regev, recently indicated that Tesla FSD is coming soon to Israel.
  • United Arab Emirates: Testing in the Middle East is underway, with official road testing in the UAE beginning earlier this year to adapt to heat haze and desert conditions.
  • Japan: Tesla announced plans to launch FSD in Japan this year, targeting a release before year-end.

The United Kingdom, Saudi Arabia, and Brazil also remain notable candidates for future expansion.

Hope for Legacy Hardware Owners

Because most international launches have focused on AI4/HW4 vehicles, many owners with older hardware remain unable to use FSD even in regions that have approved it. Tesla is developing FSD V14 Lite, an optimized variant designed to deliver the same features within the compute limits of HW3.

FSD V14 Lite for HW3 is on track to debut later this summer, and Tesla has confirmed it will expand internationally after validation. This release is expected to give HW3 owners outside North America access to autonomous capabilities and keep early adopters included as the software scales worldwide.
